Introduction: What is the 4016?
The 4016 building has been a fixture in Arlington, Texas for nearly 30 years. It is located at the corner of Division Street and South Cooper Street, extending across Arlington’s historic downtown. Built in 1992, it was the first skyscraper in Arlington to be constructed on a plot of land that previously held an old post office. Many locals in the community are familiar with its red exterior and triangular-shaped roof, but few know its history or even the business that currently occupies the building. For me, and for many of the Arlington residents we pass daily, the 4016 is best known as the one-time home of The Consulate.
The Consulate was a meeting place for foreign businessmen and expatriates working in the trade industry. Whether they were visiting from overseas or doing business with American corporations abroad, they flocked to The Consulate to get to know their counterparts working in the local area.
The History of the 4016
The 4016 building was originally constructed in 1992 to serve as the headquarters of the North Texas Tollway Authority, an organization that oversees the construction and maintenance of highways in North Texas. It took three years to build, and cost $32 million. The building was designed by the architectural firm Good Fulton & Farrell, and built by Brasfield & Gorrie General Contractors. Inside the building are a number of administrative offices and conference rooms. The top floor houses the headquarters of the agency, its boardroom, cafeteria, and conference rooms. A $2.2 million renovation of the building was completed in September 2001. The building is located on the east side of Division Street, between 11th and 12th Streets, near Belo Garden Park and the Dallas Convention Center.
In 2010, the building started to be used by Dallas County as administrative offices for its child support agency, which had previously been spread out over multiple buildings in East Dallas.
Construction began on the Donald J. Trump Presidential Library in 2017 and is expected to be complete in 2021.
Life at the 4016 – Cultivating a Lifestyle Unlike Any Other
Today, the North Texas Tollway Authority remains a tenant of the building. However, most of the 400 employees who work at the 4016 are not “white-collar workers.” The employees include toll attendants, who work in a call center to assist drivers with directions and payment issues. The navigators who answer calls at the call center are informed and pleasant – calling up on demand to each toll road the image of the lane in which a vehicle is traveling – to help drivers keep their minds on the road. Then there are the people who carefully review every toll bill sent to a customer, who use satellite imagery to check whether their vehicle has been stolen, and they track down fraudulent offenders. In short, they’re not a bunch of stuffy suits behind desks at all.

If you want to experience life differently at the 4016, then you should apply for a job as a toll attendant. At the 4016, employees are able to choose their own uniforms and are encouraged to be creative. And because you’ll be working with a large number of people, it will not only be easy, but also fun to make new friends. Since you can choose your own uniform, it might be fun to dress up like your favorite character from a book or movie, such as Sherlock Holmes, Batman or Frankenstein’s monster.
The 4016 is located in Arlington, Texas, and it is a workers union that is an affiliate of the IAMAW International. In addition to being a toll attendant, you will also have to do other duties such as supervising the parking and attendants where they are able to work. You might also be involved in administrative duties like processing payments and handling customer complaints.
You will be paid $11.25 per hour (as of 2013) and you will work with a lot of people so you will get to socialize. You will be working in a team, so getting the job done is important. Working at the 4016 might not be hard, but there are two requirements that might make it more difficult. The first is that you have to have at least 40 hours of experience working as a toll attendant or parking supervisor. The second is that you cannot be a member of the IAMAW.
